Procedures for Applying for a Foreigner’s Police Clearance Certificate in Beijing

Where to apply?

Beijing Shuangxiong Foreign Service Company (“Shuangxiong”) is the designated agency for taking PCC applications by foreigners. Shuangxiong is not a government agency that issues Police Clearance Certificates (“PCC”). Instead, Shuangxiong is responsible for the initial review of your application materials and the footwork to file your application with the Division of Exit and Entry Administration of Beijing Public Security Bureau (“PSB”) who issues your PCC and then Beijing Fangyuan Notary Public Office who notarizes your PCC.

(Note: An applicant cannot directly apply to the Division of Exit and Entry Administration of Beijing PSB. The application has to be submitted to Shuangxiong.)

Requirements for Getting a Foreigner’s Police Clearance Certificate in Beijing

Who is eligible?

A foreigner is eligible to apply for a Police Clearance Certificate in Beijing when both of the following conditions are met:

  1. the applicant has stayed in Beijing for more than 3 months; and
  2. the applicant did not hold a diplomatic status, which includes a service visa for working at a foreign consulate/embassy.

What are the required documents?

  • Copy of your current passport.
  • Copy of your prior passport, if used in China.
  • Any of the following proof of your residence in Beijing:
    • China residence permit issued from Beijing;
    • China visa issued from Beijing;
    • Temporary Residence Registration Form issued by a local police station in Beijing;
    • School diploma/degree certificate which shows the dates of your study.

Sample Foreigner’s Police Clearance Certificate in Beijing

During the entire application process, there will two documents issued by local authorities. One is the PCC issued by the Division of Exit and Entry Administration of Beijing PSB (“PSB PCC”). The other is the notarial PCC issued by Beijing Fangyuan Notar Public Office (“Notary PCC”). An applicant will not be given the original PSB PCC because the original document will be submitted to the notary for issuing the Notary PCC. A copy of the PSB PCC is only available upon your request.
