Guide to Applying for a Police Clearance Certificate in Shenyang

Recently, the Division of Exit and Entry Administration of Shenyang Public Security Bureau (PSB) has made some improvements on the way they handle foreigners’ applications for Police Clearance Certificates (PCC). For example, they start giving each applicant an Acceptance Notice upon accepting an application. The process seems to be in a trial stage. Many details remain to be refined.

Where to Apply

There are two government agencies involved–(1) Division of Exit and Entry Administration of Shenyang PSB and (2) Liaoning Notary Public Office. First, apply for a Police Clearance Certificate with the Division of Exit and Entry Administration. Second, submit the Police Clearance Certificate to the notary office for issuance of a notarized Police Clearance Certificate (see a sample below). The notarization is not mandatory, but for purposes of immigration, it is often required by foreign immigration authorities.

Some other notary offices in Shenyang may also be able to notarize your Police Clearance Certificate. I recommend Liaoning Notary Public Office because it is the only notary I have used.

Eligibility

You are eligible to apply for a Police Clearance Certificate in Shenyang if you have resided in Shenyang for more than 6 months with residence permits for purposes of studying or working.

Documents Required by PSB

Note: If you are submitting copies of your passports, instead of the original documents, the copies must be authenticated by a China consulate/embassy. If a third-party agent is appointed to make the application on your behalf, the power of attorney also needs to be authenticated.   • Police Clearance Certificate issued by the PSB
  • Current passport
  • Prior passport, if applicable.
  • Power of attorney, if applicable.
